I'm curious what technical issue is that keeps Square from making wearable hats for Hrothgar and Viera especially when it comes to newer headgear. The workload for previous expansion headgear is understandable, but less so that newer pieces are not made with Viera and Hrothgar in mind. I have heard that mods can fix this issue for players.

Just enable all helmets and give viera a toggle that lets them hide their ears if they like the helmet otherwise. Some helmets hide the ears by default anyway so this seems like a perfectly valid solution.
